I. INTRODUCTION TO GHG INVENTORY REPORT VERIFICATION SERVICE

In the process of transitioning to a low-carbon economy and fulfilling national commitments on reducing greenhouse gas (GHG) emissions, the GHG Inventory Report is increasingly becoming a crucial basis for management, legal compliance, and international market integration. However, the value and reliability of a GHG Inventory Report can only be affirmed when emission data is verified independently, objectively, and based on recognized international standards.

II. THE GHG INVENTORY REPORT VERIFICATION PROCESS

GIC Vietnam’s verification process is standardized and strictly controlled, consisting of 05 main steps, ensuring consistency, objectivity, and high reliability:

1. Reception and Review of Verification Request
- The client provides information via the GHG Inventory Report Verification Application and the Technical Information Questionnaire;
- GIC Vietnam discusses with the client to agree on:
 + Level of assurance (Limited/Reasonable);
 + Verification objectives, criteria, and scope;
 + Reporting period and applicable materiality level;
 + Conducting a review of capability, risks, and conflicts of interest before signing the contract.

2. Verification Planning and Preliminary Assessment
- Establishing a Verification Team with competence suitable to the client's field of operation;
- Performing a preliminary document review, analyzing the GHG data management system, and assessing risks;
- Preparing and sending a detailed Verification Plan to the client before implementation.

3. Verification Execution (On-site and/or Remote)
- Interviewing leadership and personnel relevant to the GHG inventory;
- Data tracing: From the GHG Inventory Report → Aggregated data → Original records and vouchers;
- Physical observation of emission sources, measurement systems, and data collection processes;
- Fully recording evidence, errors, and non-conformities (if any).

4. Reporting Results and Handling Errors
- The Verification Team summarizes the results and assesses the materiality of any errors;
- The client implements corrective actions (if necessary);
- GIC Vietnam reviews and accepts corrective evidence before issuing the final conclusion.

5. Independent Review and Issuance of Verification Statement
- The verification file is reviewed independently by an expert not involved in the verification team;
- GIC Vietnam officially issues the Verification Statement, clearly stating:
 + Verification scope and criteria;
 + Total verified GHG emissions;
 + Achieved level of assurance.

The Verification Statement has legal validity equivalent to a "certificate" for GHG verification services and can be used for information disclosure, legal compliance, and communication activities according to regulations.
