ISO 50001:2018 Energy Management System Certification

I. INTRODUCTION TO ISO 50001:2018 CERTIFICATION SERVICES
ISO 50001 certification

ISO 50001:2018 is the international standard specifying requirements with guidance for use for an Energy Management System (EnMS). It helps organizations establish a systematic approach to continually improve energy performance, including energy efficiency, energy use and energy consumption, as well as the EnMS itself.

ISO 50001 does not prescribe a minimum level of energy performance, a fixed savings rate or any specific technology that must be used. Instead, the organization defines the scope and boundaries of its EnMS, analyzes energy data, identifies significant energy uses, establishes energy baselines and energy performance indicators, selects improvement opportunities and controls processes that affect energy performance. Improvements must be demonstrated using comparable data, with relevant variables and static factors taken into account where appropriate.

The standard is applicable to organizations of every size and sector, regardless of location or the types of energy used. Manufacturers, commercial buildings, data centers, hospitals, educational institutions, hotels, transport operators, public bodies and multisite organizations can all apply it. ISO 50001's harmonized structure also facilitates integration with ISO 9001, ISO 14001, ISO 45001 and other management systems.

ISO 50001:2018 is the current edition and was reviewed and confirmed by ISO in 2024. ISO 50001:2018/Amd 1:2024 adds requirements for considering climate change within the organization's context and the requirements of interested parties. Where relevant, the organization should consider how climate change may affect energy demand, cooling or heating loads, energy availability and supply reliability, renewable energy, equipment resilience and energy objectives.

Key technical elements of ISO 50001:2018 include:

  • EnMS context, scope and leadership: Define the boundaries, sites, activities and energy types within scope; determine relevant interested parties, legal and other requirements; and establish the energy policy, roles, responsibilities and energy management team.
  • Energy review: Analyze energy use and consumption using measured data; identify Significant Energy Uses (SEUs), relevant variables, persons influencing those uses, current performance and opportunities for improvement; and estimate future energy use and consumption.
  • Energy performance indicators and baselines: Establish appropriate Energy Performance Indicators (EnPIs) and Energy Baselines (EnBs). Where relevant variables significantly affect energy performance, EnPIs and EnBs must be normalized; EnBs must be adjusted when static factors change significantly or in accordance with a predetermined method.
  • Objectives, energy targets and action plans: Translate the policy and improvement opportunities into measurable objectives and energy targets, responsibilities, resources, timeframes, performance evaluation methods and trackable action plans.
  • Energy data collection plan: Specify the data to be measured, measurement frequency, metering equipment, responsibilities, record-retention methods and accuracy checks needed to monitor SEUs, EnPIs, EnBs, actual consumption and action-plan results.
  • Operational control, design and procurement: Establish operating and maintenance criteria for SEUs; consider opportunities to improve energy performance when designing new, modified or renovated facilities, equipment, systems and processes; and evaluate energy performance when procuring energy services, products and equipment.
  • Performance evaluation and improvement: Monitor, measure, analyze and evaluate the EnMS and energy performance; evaluate compliance, conduct internal audits and management reviews, address nonconformities and demonstrate continual improvement through reliable evidence.

ISO 50004:2020 provides guidance on implementing an EnMS; ISO 50006:2023 provides guidance on establishing and maintaining EnPIs and EnBs and on measuring and demonstrating energy performance improvement; and the ISO 50002:2025 series specifies requirements and guidance for conducting energy audits. These documents support implementation, while EnMS certification is conducted against the requirements of ISO 50001:2018.

RELATIONSHIP WITH DECISION NO. 1011/QD-TTG

Prime Minister's Decision No. 1011/QD-TTg dated 20 September 2024 promulgates the List of Designated Energy Users for 2023, comprising 3,491 establishments nationwide: 2,864 industrial establishments, 18 agricultural production establishments, 70 transport operators and 539 buildings. Establishments included in the list are responsible for fully complying with their obligations under the Law on Economical and Efficient Use of Energy, Decree No. 21/2011/ND-CP and other applicable legislation.

ISO 50001:2018 does not replace the determination of legal obligations or mandatory reporting procedures. However, an EnMS provides a framework for identifying and updating applicable requirements; managing energy data; determining SEUs, EnPIs and EnBs; setting objectives, energy targets and action plans; controlling operations; evaluating compliance; and retaining evidence of improvement. Because the list of designated energy users is reviewed and updated annually, organizations should also check the latest list and the legal criteria currently in force.

GIC Vietnam provides independent ISO 50001:2018 Energy Management System certification services for organizations seeking to demonstrate that their EnMS conforms to the international standard. Certification is not an energy audit report, certification of an individual item of equipment or a specific project, and it does not confirm a fixed performance level or savings rate. However, the organization must demonstrate improvement in energy performance within the certification scope and certification cycle.

II. CERTIFICATION PROCESS
Step 1
Certification application & application review

1. Certification application & application review

The organization contacts GIC Vietnam for guidance and provides information on the EnMS scope, boundaries and sites; activities and processes; number of personnel; types and levels of energy consumption; significant energy uses; energy supplies; major equipment; operating shifts; outsourced processes; complexity of energy data; and whether it is classified as a designated energy user. GIC Vietnam reviews the application to determine the required technical competence, audit duration, sampling method and audit conditions, and then agrees with the organization on the certification scope, fees and contract.

Audit planning & preparation

2. Audit planning & preparation

GIC Vietnam establishes the certification programme, appoints an audit team competent in the organization's sector, energy types, processes and technologies, and prepares a detailed audit plan. The plan defines the objectives, scope, criteria, sites, timing, operating shifts, SEUs and activities to be sampled. It is communicated to the organization so that relevant documents, data, personnel and access to metering equipment or related areas can be prepared.

The audit is conducted in two stages:

  • Stage 1: Review the organization's context, EnMS scope, boundaries and documentation; energy review, SEUs, EnPIs, EnBs, objectives and action plans; legal requirements, energy data collection plan, internal audits, management review and readiness for the Stage 2 audit.
  • Stage 2: Evaluate the implementation, conformity and effectiveness of the EnMS at the sites included in the certification scope. Sampling focuses on data reliability; calculation and normalization methods for EnPIs and EnBs; control of SEUs; operation and maintenance; design and procurement; personnel competence; monitoring of action plans; and evidence of improved energy performance. The principal activities include: Opening meeting → On-site observation and interviews → Review of data, calculations and records → Consolidation of findings → Closing meeting.
Step 4
Audit report & nonconformity management

4. Audit report & nonconformity management

The audit team prepares a report stating its conclusions and any nonconformities identified. The organization takes immediate correction where necessary, analyzes root causes, and proposes and implements corrective actions within the specified timeframe. It also considers any effects on data, EnPIs, EnBs or conclusions concerning energy performance improvement. GIC Vietnam reviews the evidence and may conduct an additional audit before submitting the file for technical review.

Technical review & certification

5. Technical review & certification

A reviewer and certification decision-maker independent of the audit team review the complete certification file, audit report, corrective-action evidence and conclusions concerning energy performance improvement. When all requirements have been met, GIC Vietnam makes the certification decision and issues an ISO 50001:2018 certificate with a clearly defined scope and boundaries. The certificate remains valid for a three-year certification cycle, provided that the organization maintains conformity and completes the required surveillance audits.

Surveillance & recertification

During the certification cycle, GIC Vietnam conducts periodic surveillance audits to confirm that the EnMS continues to be maintained, remains effective and achieves improvement in energy performance. The first surveillance audit is conducted no later than 12 months after the initial certification decision. The organization must notify GIC Vietnam of significant changes to its scope, boundaries, sites, processes, energy types, SEUs, equipment, measurement methods or ownership that may affect certification. Before the certificate expires, a recertification audit is conducted to determine whether certification may be renewed for the next cycle.
