ISO 22000:2018 Food Safety Management System Certification

I. INTRODUCTION TO ISO 22000:2018 CERTIFICATION SERVICES
ISO 22000 Certification

ISO 22000:2018 is the international standard specifying requirements for a Food Safety Management System (FSMS). It enables organizations directly or indirectly involved in the food chain to establish, implement, maintain, update and continually improve a system capable of consistently providing products and services that are safe for their intended use, meeting statutory, regulatory and customer requirements, and effectively communicating food safety issues throughout the food chain.

ISO 22000 combines management system principles with interactive communication, prerequisite programmes (PRPs), and the HACCP principles and application steps developed by the Codex Alimentarius Commission. The 2018 edition operates through two interrelated PDCA cycles: one at the management system level and another at the operational food safety hazard control level. This approach enables an organization to address business risks affecting its FSMS while identifying, assessing and controlling relevant biological, chemical and physical food safety hazards, including allergens where applicable.

The standard applies to organizations of every size and complexity across the food chain, including animal feed production, farming, harvesting, primary processing, food manufacturing, ingredient and additive production, catering, retail, transportation, storage, distribution, cleaning services, and the production of equipment, packaging and food-contact materials. Small organizations may use externally developed elements, but remain responsible for ensuring that those elements are suitable and controlled within their FSMS.

At the time this article was updated, ISO 22000:2018, together with ISO 22000:2018/Amd 1:2024, remains the published edition used for certification audits. The 2024 amendment requires an organization to determine whether climate change is a relevant issue for the context of its FSMS and to consider related requirements of interested parties. ISO/DIS 22000 is being developed to replace the 2018 edition, but it remains a draft and is not yet a published International Standard.

Key technical elements of ISO 22000:2018 include:

  • FSMS context, leadership and planning: Define the scope, interested parties, statutory, regulatory and customer requirements; establish policy, objectives, responsibilities, resources, and actions to address risks and opportunities at the system level.
  • Communication throughout the food chain: Establish internal and external communication arrangements concerning raw materials, products, processes, hazards, control requirements, changes and situations that may affect food safety.
  • Prerequisite programmes - PRPs: Establish basic hygienic conditions and activities appropriate to the sector, scale and operating environment to prevent or reduce contamination. ISO 22002-100:2025 and sector-specific parts of the ISO 22002 series can support PRP development but do not automatically constitute separate mandatory requirements for ISO 22000 certification.
  • Traceability and emergency preparedness: Control lot identification and link raw materials, processes, finished products and distribution; prepare, test and update arrangements for incidents and product withdrawal or recall.
  • Hazard analysis: Describe raw materials, products and intended use; establish and verify flow diagrams and process environments; identify hazards, determine acceptable levels, and assess likelihood and severity to select appropriate control measures.
  • Validation and the hazard control plan: Validate that control measures or combinations of measures are capable of achieving the intended control; categorize and manage them as operational PRPs (OPRPs) or at critical control points (CCPs), using appropriate action criteria or critical limits, monitoring, corrections and records.
  • Verification, evaluation and improvement: Perform calibration, sampling, testing and verification of PRPs and the hazard control plan; conduct internal audits and management reviews, address nonconformities, update preliminary information and continually improve the FSMS.

GIC Vietnam provides independent ISO 22000:2018 Food Safety Management System certification services for organizations seeking to demonstrate that their FSMS conforms to the international standard. Certification applies to the management system within the defined scope; it is not certification of each individual product and does not replace the organization's legal responsibilities. Certification also does not provide an absolute guarantee that a food safety incident will never occur.

II. CERTIFICATION PROCESS
Step 1
Certification application & application review

1. Certification application & application review

The organization contacts GIC Vietnam for guidance and provides information about the proposed FSMS certification scope, locations, food-chain category, products, raw materials, processes, technologies, process flows, work shifts, personnel, seasonal activities, outsourced processes and number of HACCP studies. GIC Vietnam reviews the application to determine the scope, category, audit-team competence, audit duration and audit conditions, and then agrees with the organization on certification fees and the certification contract.

GIC Vietnam establishes the certification program, appoints an audit team with competence appropriate to the food-chain category, products, processes and specific hazards, and prepares a detailed audit plan. The plan defines the audit objectives, scope, criteria, locations, schedule, production shifts, activities to be observed and sampling methods. It is communicated to the organization so that the necessary documentation, personnel, hygiene and safety arrangements can be prepared.

The audit is conducted in two stages:

  • Stage 1: Review the FSMS context, scope and documented information; statutory and regulatory requirements; PRPs; hazard analysis methodology and hazard control plan; traceability; emergency preparedness; internal audit; management review; and readiness for Stage 2.
  • Stage 2: Evaluate the implementation, conformity and effectiveness of the FSMS at locations, processes and work shifts within the certification scope. Sampling focuses on PRP conditions, raw material and supplier controls, OPRPs/CCPs, monitoring and measurement, traceability, withdrawal/recall, control of nonconforming products and verification. Principal activities include: Opening meeting → On-site observation → Interviews and review of records → Consolidation of findings → Closing meeting.

Audit report & handling of nonconformities

The audit team prepares a report setting out its conclusions and any identified nonconformities. Where necessary, the organization controls affected products or processes, takes immediate correction, analyzes the root cause, and proposes and implements corrective action within the prescribed timeframe. GIC Vietnam reviews the evidence and may conduct a follow-up audit before submitting the file for independent review.

A person independent of the audit team reviews the complete certification file, audit report and evidence of corrective action and makes the certification decision. When all requirements have been met, GIC Vietnam decides to issue an ISO 22000:2018 certificate with a clearly defined scope and food-chain category. The certificate remains valid throughout a three-year certification cycle, provided that the organization continues to conform and completes the required surveillance audits.

Periodic surveillance & recertification

During the certification cycle, GIC Vietnam conducts periodic surveillance audits to confirm that the FSMS continues to be maintained and remains effective. The first surveillance audit is conducted no later than 12 months after the initial certification decision. The organization must notify GIC Vietnam of significant changes to products, raw materials, processes, technologies, locations, scope or legal requirements, or of incidents and withdrawals/recalls that may affect certification. Before the certificate expires, a recertification audit is conducted to determine whether certification may be renewed for the next cycle.
